At its 5th meeting (6 May 2010, in ECO,Copenhagen), CPG PTB considered and agreed on the following issues:

 

Agenda item 1.6 CEPT Coordinator, Mr Philippe Tristant (Eumetnet): to review No. 5.565 of the Radio Regulations in order to update the spectrum use by the passive services between 275 GHz and 3 000 GHz, in accordance with Resolution 950 (Rev.WRC-07), and to consider possible procedures for free-space optical-links, taking into account the results of ITU-R studies, in accordance with Resolution 955 (WRC-07).

 

The draft CEPT Brief was revised reflecting a CEPT preference for Method B of the (draft) CPM Report which proposes a revision of footnote RR 5.565, including a list of frequency bands and a reference to two Resolutions.  

The draft ECP was revised in the following way:

-          in relation to Resolution 950 expressing CEPT preference for Method B of draft CPM Report;

-          in relation to Resolution 955 it was reconfirmed that CEPT position is “active no change” and consequently resolution 955 should be suppressed.

 

Agenda item 1.11 CEPT Coordinator, Mr. Eduardo Quintas (Spain): to consider a primary allocation to the space research service (Earth-to-space) within the band 22.55-23.15 GHz, taking into account the results of ITU-R studies, in accordance with Resolution 753(WRC-07).

 

The draft CEPT Brief was revised in relation to the preliminary CEPT position and the Background sections. The draft ECP was amended editorially.

Contributions from ESA, France and Spain were discussed by PTB;  it is foreseen that they will be presented to the next meeting of ITU-R WP 7B in June 2010. CEPT members are invited to support the contributions actively at that meeting.

 

Agenda item 1.12 CEPT Coordinator, Mr. Jean-Yves Guyomard (France): to protect the primary services in the band 37-38 GHz from interference resulting from aeronautical mobile service operations, taking into account the results of ITU-R studies, in accordance with Resolution 754 (WRC‑07).

 

France proposed to reduce the number of methods to satisfy this Agenda Item to the Method A requesting to restrict the mobile service allocation in the band 37-38 GHz to land and maritime mobile systems only. The meeting agreed to support the French proposal, which will be submitted as a French contribution to the next ITU-R WP 7B meeting, which has been agreed within the framework of CPG PT B.

 

The draft CEPT brief and ECP were revised reflecting the above mentioned position.

 

Agenda item 1.16 CEPT Coordinator, Mr. Bharat Dudhia (UK): to consider the needs of passive systems for lightning detection in the meteorological aids service, including the possibility of an allocation in the frequency range below 20 kHz, and to take appropriate action, in accordance with Resolution 671 (WRC-07).

 

The updated draft CEPT Brief prepared by the Coordinator was agreed with some amendments. The meeting also agreed on proposals of the coordinator for modifications of the draft ECP having made some further textual improvements. Further work on the ECP is envisaged.

The meeting was informed that consultations are ongoing between the UK and  the Russian Federation on an approach agreeable to both parties on how to proceed with the Agenda Item.

 

Agenda item 1.24 CEPT Coordinator, Mr. Markus Dreis (Germany): to consider the existing allocation to the meteorological-satellite service in the band 7 750‑7 850 MHz with a view to extending this allocation to the band 7 850-7 900 MHz, limited to non-geostationary meteorological satellites in the space-to-Earth direction, in accordance with Resolution 672 (WRC-07).

The meeting agreed to the minor modifications proposed by the Coordinator to the draft CEPT Brief and updated it. The meeting noted the draft ECP and decided not to change it.

The proposed revised preliminary CEPT position is that CEPT supports the allocation of the frequency band 7 850 – 7 900 MHz to the MetSat, as the compatibility assessment has shown that sharing with the FS (including ENG/OB) under the same regulatory conditions as existing in the currently allocated band 7 750-7 850 MHz is feasible.

 

Agenda item 8.1.1 (issue C) CEPT Coordinator, Mr. Chris van Diepenbeek (The Netherlands): to consider and approve, in accordance with Article 7 of the Convention, the Report of the Director of the Radiocommunication Bureau on the activities of the Radiocommunication Sector since WRC-07, related to Resolution 673 (WRC-07).

The preliminary draft new Report ITU-R [Essential role observations] was presented by the Coordinator. It is focussing on the essential role and global importance of radio spectrum use for Earth observations and for related applications. The meeting agreed to study the report further in detail and to agree on further work by correspondence. Any contributions are welcomed. 

Draft ECP was presented by the Coordinator. It was modified in accordance with the guidance given at the 4th CPG meeting. The draft ECP  reached agreement on some modifications. The meeting agreed to some additions and further completion of the text of  the draft CEPT Brief

Ongoing work

The work of CPG-PTB concentrates on scientific issues of WRC-11 preparation, in particular, on agenda items 1.6, 1.11, 1.12, 1.16, 1.24 and 8.1.1 (WRC Resolution 673).

To deal with these agenda items, CPG-PTB prepares draft European Common Proposals, draft CEPT brief, preliminary CEPT positions for the presentation to other administrations or regional bodies and CEPT positions for the Radiocommunication Assembly.
 
CPG-PTB also coordinates CEPT positions for the relevant ITU-R meetings, in particular Conference Preparatory Meeting.

In carrying out these activities CPG-PTB consults with the relevant bodies and organisations and reports to the CPG.
