The 20th WGRA meeting took place in Gdynia, Poland, 11-14 May 2010.
Main results of the meeting:
Regular review of ECC Decisions:
WGRA has progressed a regular review of the following ECC Decisions:
· ERC/DEC/(99)02 – exemption from individual licensing of TETRA terminals (draft amended Decision has been sent to Public Consultation; ECC will be asked whether a new generic ECC Decision on the authorization issues for the equipment addressed in ECC Decisions (08)05, (04)06 and (06)06 should be developed);
· ERC/DEC/(98)22 - exemption from individual licensing of DECT equipment (draft amended Decision has been approved pending the resolution of the EIRP issue in WGs FM and SE before it can be sent to Public Consultation);
· ERC/DEC/(00)06 – licensing and free circulation of IMT terrestrial and satellite terminals (draft amended Decision has been sent to ECC PT1 for further review);
· ECC/DEC/(02)09 - free circulation and use of GSM-R mobile terminals (review in progress);
- ECC/DEC/(02)10 - exemption from individual licensing of GSM-R mobile terminals (review in progress).
WGRA has initiated a regular review of the following ERC Decisions:
· ERC/DEC/(97)11 - free circulation and use of DCS 1800 mobile terminals;
· ERC/DEC/(98)20 - exemption from individual licensing of GSM mobile terminals;
· ERC/DEC/(98)21 - exemption from Individual licensing of DCS 1800 mobile terminals.
A proposal from Eurocontrol for a new ECC Decision for the use of the band 5091-5150 MHz for broadband communications between aircraft and ground stations has been evaluated with the conclusion that if the assumptions of Eurocontrol regarding the technical limitations are correct, the issue seems to be of regulatory nature.
The development of a new ECC Report on trading of spectrum usage rights within CEPT countries has started based on the results of the relevant questionnaire.
A new correspondence group on White Space Cognitive Radio (RA WS_CR) has been created (UK will provide the Rapporteur) and the draft Work plan agreed.
Radio amateur issues: a major revision of the implementation information for CEPT Recommendation T/R 61-01 had been completed; the RA2 document ”How to apply to CEPT for membership in CEPT Recommendations T/R 61-01, T/R 61-02 and ECC Recommendation (05)06” was endorsed and will be sent to CEPT administrations in a circular letter.
Electronic Working Methods (EWMs): WGRA noted a considerable progress with the implementation of virtual participation EWMs in the ECC under the 2-year trial period and encouraged the Office to experiment, on an optional basis, with conducting fully electronic meetings for larger ECC entities (e.g. Working Groups of ECC).
ECC Rules of Procedure (RoP) and Working Methods (WM): a proposal to amend the RoP and WM was submitted for approval to the ECC to accommodate the situation where national information included in CEPT/ECC deliverables can be updated without Public Consultation.
Impact Assessment (IA): no IAs have been made by the ECC entities since the relevant framework for IAs developed by WGRA was approved by the ECC; the WGRA Chairman will bring the issue before the ECC Plenary.
WGRA Webinar on Cognitive Radio (CR): a successful webinar on the regulatory issues of CR (presenter – Mr. Dirk-Oliver von der Emden, Ofcom Switzerland) was held in which over 30 physical and over 60 virtual participants could follow the presentation and ask questions which could be heard by the whole audience.
