      13th meeting of FM44 took place 8-9 June 2010 in Brest, France

Main results of the meeting:

 

  • A new draft ECC Decision on the protection of the Earth Exploration Satellite Service (passive) in the 1400-1427 MHz has been developed, supported by the outcome of the relevant questionnaire which had provided information on the radar systems operating in the 1300-1400 MHz band as well as some in-band operation. The draft Decision includes the recommended levels for unwanted emissions contained  in ITU RR Resolution 750 and urges CEPT administrations to follow them.
  • Good progress has been made in the development of draft ECC Report on a regulatory framework for GNSS pseudolites (rapporteur of the correspondence group – Mr. Steve Harding, Ofcom UK, steve.harding@ofcom.org.uk). The draft Report is focused on indoor operation of GNSS pseudolites and it is proposed that outdoor use of pseudolites should not be authorised until this issue has been studied further.
  • Triggered by the approval for Public Consultation of the draft new ECC Report 152 on the use of the frequency bands 27.5-30.0 GHz and 17.3-20.2 GHz (Ka-band) by satellite networks at the last WGFM meeting, FM PT44 considered the scope of possible new studies in the Ka-band, in conjunction with SE40 and SE19, to examine the current use of this spectrum by fixed service systems and the feasibility to facilitate its greater use by satellite systems. One of the four new work items, all of which are subject to approval by WGFM, suggests considering the feasibility of mobile applications in parts of the FSS Ka-band spectrum.
  • On the issue of possible CGC operation in the MSS frequency bands 1.5/1.6 GHz and 1.6/2.4 GHz, FM44 invited WGFM to reconsider its decision to remove from the FM PT44 work programme the work item on 1.6/2.4 GHz CGC on the grounds that work is continuing in SE40 and further progress could be made in the near future.
  • Under the implementation of a new element of the CEPT regulatory framework, namely the translation of ECC deliverables issued in 2009 and more recently in the agreed RIS (Radio Interface Specification) format (when the deliverable specifies a radio interface), FM44 has completed a RIS template for ECC/DEC/(09)02 on the harmonisation of the bands 1610-1626.5 MHz and 2483.5-2500 MHz for use by systems in the mobile-satellite service. Completed RIS templates will be placed in the ECO Documentation Database next to the corresponding ECC Decisions.
